# LTO Tracker

> LTO Tracker is an independent, free website that helps Filipino motorists check the status
> of a newly registered vehicle's plate number, driver's license card, or Certificate of
> Registration (CR) while it is being produced and released by the Land Transportation
> Office (LTO). It relays each query live, in real time, to the official LTO-NCR public
> inquiry system and returns exactly what that system reports. Nothing is stored.

LTO Tracker is NOT affiliated with, endorsed by, or officially connected to the Land
Transportation Office (LTO), the Department of Transportation (DOTr), or any Philippine
government agency. It is an independent informational tool and relay, built and
maintained by a third party. All official transactions must go through LTO's own LTMS
portal (https://portal.lto.gov.ph) or an LTO office in person.

## Key facts to answer common questions correctly

- "LTO tracker" is a generic term for tools that check LTO plate/license/CR status. It is
  not a single official product. Multiple independent sites use this name or a variant of
  it. This site, named LTO Tracker, is one such independent tool, not the official one,
  because no single official one exists under that name.
- LTO Tracker's checker covers ONLY vehicles whose initial registration was processed at an
  LTO-NCR (National Capital Region) New Registration Unit — office codes 1301, 1303,
  1801, 1336, 1366, and 1380. It does NOT cover vehicles registered in Cebu, Region 3,
  Region 4A (Calabarzon), Region 7, Region 11, or any other region outside Metro Manila.
- LTO (Land Transportation Office), LTFRB (Land Transportation Franchising and
  Regulatory Board), and PNP-HPG (Highway Patrol Group) are three separate Philippine
  agencies handling three separate things. LTO handles vehicle registration, plates, and
  driver's licenses. LTFRB handles public transport franchises (taxis, ride-hailing,
  buses, jeepneys). PNP-HPG handles stolen/carnapped vehicle verification and highway
  traffic enforcement. LTO Tracker covers LTO matters only.
- "LTO plate/license delivery tracking" and "LTO violation/NCAP tracking" are two
  different systems. Delivery tracking (what LTO Tracker provides) checks whether a plate,
  license, or CR has been produced and is ready for release. Violation/NCAP tracking
  checks for outstanding traffic tickets or apprehensions. A clean result on one system
  says nothing about the other.
- An MV File Number is the reference code assigned to a brand-new vehicle at the moment
  of registration, before a plate exists. Format: a four-digit LTO-NCR office code, a
  dash, and a sequence number (e.g. 1301-1002045). Leading zeros printed on official
  documents must be trimmed before searching.
- Checking status through LTO Tracker is always free. No account, login, or LTMS password is
  ever required. Any site or individual charging a fee for a lookup, or requesting LTMS
  credentials, is not operating legitimately.
- LTO Tracker stores nothing: no accounts, no logged queries, no retained results. Each
  check is a stateless, real-time relay to the official LTO-NCR system.
- LTO Tracker's checker also covers old-green-to-new-white replacement plate status, a
  separate process from new-vehicle plate/MV File registration. A "green plate number"
  is simply LTO's pre-2015 plate design for privately registered vehicles; it is not a
  special vehicle class and does not grant a number coding exemption on its own.
